Dear Representative Zwiener,
Please send me a reply email message as soon as you can with your response to this message. I’ll follow-up in a week or so, if I haven’t heard from you by then.
On a recent call with one of your staff members, the staffer mentioned that your negative position on HB1359 is based on your perception that the bill can be construed as treasonous.
According to Article III, Section 3 of the United States Constitution:
“Treason against the United States, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort.“

HB1359 neither levies war against the United States nor adheres to its enemies through aid and/or comfort.
Action Item:
Please let me know why you believe HB1359 levies war against the United States or adheres to its enemies through aid and/or comfort.
Thank you!
Gerry Garcia, Native Texan
District 45 Resident

2021-04-05 | Texas Independence Referendum Act | Phone conversation | I called again to speak with the Rep. The office had mentioned to me in the past that they were not going to be discussing the bill and would not be scheduling meetings or talks with constituents regarding it. This time I happened to get the policy analyst, who's name is also Zwiener.
She was firm in her resolve against the bill, that Rep. Zwiener is firmly committed to the Union, and she's happy to not allow her constituents to have a vote on the matter. The call was about 6 or 7 minutes in total. |
2021-04-05 | Texas Independence Referendum Act | Phone conversation | I had previously reported two conversations with Rep. Zwiener's office that don't seem to be recorded here. In both cases I spoke with the office assistant Keilin Rodriguez. The first time she told me Rep. Zwiener did not support the bill, the second call is when she told me that Rep. Zwiener would not be entertaining further conversations on the bill with constituents. |
